The Board, as defined under the Biological Diversity Act, 2002 and the Kerala Biological Diversity Rules, 2008 (as amended), refers specifically to the apex leadership body of the Kerala State Biodiversity Board—comprising the Chairman, Member Secretary, ex-officio departmental representatives, and nominated non-official expert members. This statutory body functions as the institutional brain of KSBB, entrusted with policy formulation, strategic oversight, and regulatory guidance. The wider organisational structure of KSBB includes the operational arms such as staff, technical units, project teams, and district-level coordinators who implement the Board’s programs and drive its biodiversity mission forward across Kerala. |

A State-level Steering Committee constituted through G.O. 60/2018/Envt, functions as the apex interdepartmental mechanism guiding the implementation of the K-SBSAP. Chaired by the Additional Chief Secretary of the Environment Department, the committee comprises senior secretaries from key line departments, including Local Self Government, Forests, Water Resources, Agriculture, Fisheries, Tribal Affairs, and Planning. Its principal mandate is to steer the strategic direction of K-SBSAP, facilitate cross-sectoral integration of biodiversity objectives, monitor progress, and address institutional challenges
The committee is supported by a Virtual Biodiversity Cadre—comprising nodal officers from 21 departments—and District Biodiversity Coordination Committees (DBCCs), which enable decentralised coordination and foster convergence at the field level.
BMCs are the cornerstone of Kerala’s decentralised biodiversity governance, functioning across all levels of local bodies. Since its inception in 2005, KSBB has worked in close association with these bodies to advance inclusive and community-based conservation.
A Technical Support Group has now been constituted across all 14 districts of Kerala, with 10 qualified members in each district, ensuring scientific and grassroots expertise is embedded in biodiversity governance.
